ASSOCIATION OF SENIOR CIVIL SERVANTS OF NIGERIA LAGOS STATE BRNACH 

REPORT OF ACTIVITIES 

 

1. 2022 PROMOTION EXERCICE 

In view of the barrage of complains that trailed the 2022 Promotion Exercise  conducted by the Lagos State Civil Service Commission, the leadership of the Union engaged the Commission particularly on those who experienced some technical hitches during the promotion exercise.We wish to inform all members that the Commission is positively looking into all the issues as raised by the Union and we therefore urge all members to exercise patience.

 

2. INCREMENT IN THE SALARY OF CIVIL SERVANTS.

 

Against the backdrop of the present economic realities of the country, the Union wrote a letter to Mr. Governor calling for the upward review of the salary of workers in the Lagos State Civil Service. This letter received positive consideration from Mr. Governor who have directed that a Technical Committee be set up with a view of reviewing the salaries of workers upward in line with the present economic realities.

3. NON PAYMENT OF PROMOTION ARREARS IN LAGOS STATE

 

In 2012, a Cicular was released by the State Government cancelling the payment of Promotion Arrears in the Public Service of Lagos State and this has created a lot of problems due to the delay in the implementation of the 2022 promotion financial implications arising from the delay by MDAs to conclude the 2022 Promotion Exercise. 

 

To this end,the Union wrote a letter to Mr. Governor on the need to abolish the said Circular because it is not in the interest of workers. We await a positive response on the letter.

 

4. INVASION OF THE NATIONAL SECRETARIAT IN YABA

The Branch Executive via a Communique released on the 26th August 2022 condemned in strong terms the invasion of the National Secretariat of the union by the former and expelled President along with Mr.Mutiu Oluwa Adebayo the former Lagos State Branch Chairman and some imported hoodlums.

 

The Brnach frowned at those comrades who are not representing the Union in any capacity and are now developing the habit of bypassing the State Executive Committee to share Union related information.

 

The Union called on those actors championing anti-union activities to desist from it.

 

5. RETROSPECTIVE APPROVAL 

Against the backdrop of the approval granted by Mr. Governor to consider over 3000 workers for Retrospective Approval, the concerned authorities have visited the DMAs for collation of names and processing. This request was made by the leadership of the Union based on the report received from affected members. The Union is monitoring the situation closely for a speedy implementation and conclusion of the process.

6. DELAY IN THE 2022 PROMOTION EXERCISE IN LIRS

The Management of the Lagos State Internal Revenue Service (LIRS) are insisting on conducting Promotion Examination in the agency despite the fact that Promotion Examination was cancelled in the Public Seevice of Lagos State since 2018.

 

The present delay in the conduct of the 2022 Promotion Exercise in LIRS was due to the intervention of the Union. Negotiation is on going between the Management ,Union and the State Government on the issue. 

 

7. LIRS MEMBERS TO GET CONSEQUENTIAL ADJUSTMENTS 

 

Negotiation on the implementation of the Consequential Adjustment arising from the implementation of the last Minimum Wage that was signed by Mr.Governor in 2019 is still on going in LIRS.

8. NEED TO CORRECT ERRORS ARISING FROM THE IMPLEMENTATION OF THE LAST MINIMUM WAGE.

 

 The last Minimum Wage was signed into Law in November 2019 to the delight of all workers by Governor Babajide Olusola Sanwo-Olu. However, this was done with the understanding of Union leaders who at the Sub Technical Committee level dictected certain errors that could have delayed the signing of the New Minimum Wage into Law. These errors were more visible in the area of steps in the whole salary scale while that of the Medical profession was totally distorted.

This was against the understanding the leadership of the Organized Labour had with the government representatives when all these issues were brought to their attention in 2019.

 

 We have once again called on Mr. Governor on the urgent need to quickly set up a small Technical Committee of labour and Government  to jointly look at the issues with a view of getting it resolve. This request was granted by Mr.Governor. We are now awaiting the former inauguration of the Technical Committee.

 

9. NEED TO RE-INSTATE DIRECTOR’S CAR. 

 

One unique thing that stood out Civil Servants in Lagos State among other States of the Federation which also serve as an impetus to attracting valued and talented employee into the service is the enjoyment of fringes benefits like official cars. We have called on

Mr. Governor on the need to 

prioritize the issue of Director’s Car because it’s long overdue. We know Mr. Governor have done a lot in terms of distribution of cars as demonstrated during the Public Service weeks. Nevertheless, we are optimistic this will be done.

 

10. STOPPING OF NATIONAL AND FINANCIAL DATE IN PROMOTION EXERCISE 

 

The issue of Notional and Financial date as it affects workers in the State Civil Service calls for serious concern due to the effect it has on workers who often time forfit as high as 6 months Promotion Arrears.  This practice is not in the interest of the workers. We wrote to Mr. Governor appealing that the State Government should scrap the issue of Notional and financial date as done by the federal government in line with the Principle of Human Resource Management. Mr. Governor has directed the Civil Service Commission to do the needful in accordance with our request.

11. SORRY STATE OF ALAUSA STAFF CANTEEN 

 

In the last 2 years, the leadership of the ASCSN continue to champion the agitation for the rebuilding of a modern staff canteen for workers in the State Government Secretariat Complex.  We have been informed that the State Government already gave an approval for the building of a modern staff Canteen and that the drawings and other preliminary work have been included. We await the speedy implementation of the approval. 

 

12. ASCSN LAGOS STATE BRANCH RECEIVED C OF O FOR STATE SECRETARIAT 

 

The leadership of the Union officially received the C of O for the Union Secretariat located at No 15 Bayo Ajayi Street, Agindigbi,Ikeja Lagos.
